Scullcap is a character who appears in the EMPATH: The Luckiest Smurf story "The High Cost Of Smurfing". He is the supervisor of the pixie dust refinery in Pixitopia who oversees the production of pixie dust for use in magic casting among pixies. However, as Empath found out, he was also head of the development of a variation of pixie dust that could be used for recreational purposes, and planned to have it sold to unsuspecting customers to make a profit with the intention of overthrowing King Goldenrod and taking over his kingdom. He had as an associate a troll named Wild Dagga that would sell the product without anybody noticing.
In the story, it was discovered that during Vanity's visit with Periwinkle in Pixitopia, Scullcap had introduced Vanity to the recreational variant of pixie dust and got him addicted to it so that he could start using it as his own personal drug. However, in doing so, Scullcap also had Vanity framed as a thief in stealing pixie dust from the kingdom, which is considered a criminal offense. Empath and Papa Smurf, upon discovering this with their arrival in Pixitopia, sought to find evidence that would clear Vanity's name of the supposed theft.
When Empath and Periwinkle sneaked into Scullcap's office and found evidence that Scullcap was running a drug ring right inside Pixitopia, they were planning to bring this evidence to King Goldenrod to expose Scullcap when Scullcap found them and had Empath drugged with pixie dust, forcing him to say that he, Papa Smurf, and Periwinkle had conspired together to steal more pixie dust in order to get them out of the way. During the court case before the king where the two Smurfs and Periwinkle were tried, Polaris Psyche found Wild Dagga and brought him before the king to confess his complicity with Scullcap, thus fingering him as the criminal. Scullcap tried to cover his tracks by having Empath attack King Goldenrod, but Polaris stopped Empath from doing so, sensing that he was under the influence of pixie dust, and reasoned him back into having a sound mind. Scullcap tried to escape at that point, but Empath chased after him and captured him, bringing him back before the king to face charges.
